Our work with local government organisations undertaking the difficult task of creating innovative partnerships has identified a complex web of issues that need to be considered as follows:

A selection of key issues may include:

  • People – Different demographics (influencing demand patterns), staffing and organisational models, unionisation, working hours and grading structures…
  • Process – Finance and banking practice, reporting and performance management, divergent business processes, mobile and remote working practices, customer service strategy…
  • Technology and Infrastructure – Accommodation strategy and locations, ICT strategy and technical infrastructure, IT support, systems integration…..

Not all of these issues may prove a stumbling block to success, but need to be considered in the development of any business case for change. Modena’s experience with LGR has given us insights into which are likely to provide the biggest challenge to achieving the aims of the partnership.
