Shared Services - The Efficiency Challenge
A key driver for the establishment of Partnership working is the delivery of efficiency gains. But this must be achieved without jeopardising current performance levels. Any case for change should clearly identify where such improvements can be found and provide a phased implementation plan that shows over what timescale such improvements will be delivered.
Opportunities for efficiency can be identified in the following broad areas:
- Staff Resource Savings
- External Cost Savings
- Office Space Savings
- and Revenue increase opportunities
Modena’s experience has shown us where such gains may be found and how difficult they may be to achieve. The implementation changes can be mapped as shown in the diagram left to help prioritise the projects.
Our experience has also identified how such improvements can be achieved through (for example) the improved use and exploitation of technologies (e.g. mobile working for waste contract supervisors), rationalisation of supply/service contracts, rationalisation of the organisation, improved business processes, introduction of improved facilities for customer self service, and the management of budgets, payments and financial commitments across operational services.
