Research into Licensing of Public Charitable Collections

An independent research project to assess the costs and benefits of the new licensing scheme compared to the existing system of licensing, to inform the developmental and design phase for the Public Charitable Collection provisions in the Charities Act 2006 and to identify how best to produce cost-effective, risk-based and proportionate regulation of Public Charitable Collections.

Research into licensing public charitable collections

An independent research project into the licensing of public charitable collections on behalf of The Cabinet Office - The Office of the Third Sector. 
The purpose of the research project is to:
  • assess the costs and benefits of the new licensing scheme in the Charities Act 2006 compared to the existing system of licensing;
  • inform the developmental and design phase for the Public Charitable Collections provisions in Charities Act 2006; and
  • identify how best to produce cost-effective, risk-based and proportionate regulation of Public Charitable Collections.

Modena Consulting, and its sub-contractor Alpha Research, are specialists in local government business process improvement, preparation of business cases, implementation planning, and have extensive experience of social and charitable research.

Over the coming months, the project will involve surveys of local authorities, collecting organisations and the public to gain a better understanding of the impact of new regulations compared to the current system from the perspectives of donors, charitable organisations and regulators.  Findings from the research are expected to be published at the end of the year.

To enable the project to take account of the expertise and concerns of those directly affected by the current and proposed regimes, Modena Consulting will liaise with, and seek input from, relevant stakeholders including, for example, local authorities and representatives from the fundraising sector.
